Performs complex professional and administrative work in overseeing the activities of the utility and fleet department.
The position serves as a member of the Citys management team.
Job Description Summary EXAMPLES OF DUTIES:
Plans, schedules, directs, and participates in performing technical, maintenance, development, and repair work to ensure the Citys electric and water systems are operating properly.
Manage and oversee City fleet operations.
Set standards and enforce policies for the administrative and technical functions for the utility on an ongoing basis.
Coordinate work assignments as necessary to achieve maximum productivity.
Provide for the safety, technical, and employee development of all utility and fleet staff.
Plan, prepare, and recommend the annual budget addressing concerns based on cost benefits, rate of return impact (positive or negative) and capital project forecasts.
Monitor expenditures and revenues on a continual basis for the purpose of reporting budget performance and operational security of the utilities.
Prepare short- and long-range plans for the utility such as the five year capital expenditure projection.
Make recommendations on equipment purchases, replacement or disposal with the assistance of technical staff preparing appropriate specifications.
Evaluate extent to which personnel and programs have achieved cost effectiveness and efficiency; prepare background and administrative reports and information for use and review by professional staff, Mayor, Council, and Council committees.
Evaluate personnel directly responsible to Utility Manager.
Meet with power suppliers, utility personnel, professional affiliations, and other individuals and/or groups as appropriate to review utility benefits and interests.
Administer labor contracts.
Inform City Administrator, Mayor and proper City officials immediately of any electrical outages or water events.
Attend Council and Committee meetings as required.
Perform other duties as assigned.
Summary of Necessary Knowledge, Skills, and Abilities Knowledge - Considerable knowledge of the principles and practices of public utilities administration and operations, personnel and budget administration, and equipment management.
Working knowledge of the principles and practices of office management, work organization and supervision.
Working knowledge of municipal government processes.
Knowledge of the hazards and safety practices involved in utility projects.
Skills and Abilities - Strong leadership skills and abilities.
Ability to supervise the work of administrative, professional, technical, and skilled labor personnel through subordinate managers and supervisors.
Ability to effectively manage to ensure efficient use and successful operation.
Ability to effectively communicate in both written and verbal formats to include the ability to persuade, convince, and influence in favor of a desired outcome.
Ability to define problems and deal with a variety of complex situations.
Ability to use good judgment to effectively solve problems.
Ability to plan work, establish priorities and delegate responsibility.
Ability to establish and maintain effective working relationships with elected officials, employees, supervisors, other agencies, and the public.
Ability and willingness to work evenings, weekends and Holidays when needed.
Strong attention to details.
Ability to maintain confidentiality.
Additional Information
Qualifications:
Education and
Experience:
Graduation from an accredited college or university with a bachelors degree in management, business administration, engineering or other related field.
Considerable experience of a responsible nature in all phases of electric and water utility management.
Electrical operations experience preferred.
Minimum 5 years of supervisory and administrative experience.
Equivalent combination of experience and training which provides the required knowledge, skills, and abilities is acceptable.
SPECIAL REQUIREMENTS:
Ability to operate a motor vehicle and possession of a motor vehicle.
Valid state drivers license or the ability to obtain one.

Estimated Salary: $20 to $28 per hour based on qualifications.
